The federal procurement process includes contract specialists who do not have warrant authority meaning they cannot sign a contract, but play a key role in the process of issuing an RFP and in managing a contract once it is awarded and contracting officers who have warrant authority meaning they can obligate the federal government and sign for a contract.

They are the equivalent to the corporate buyers or purchasing professionals. They play a key role as the direct buyer and decision maker often for goods such as office supplies or fuel and a key part of the evaluation team for services such as janitorial or IT.
